Joe Iacino, Plain Township Highway Superintendent

Joe is a 1976 graduate of Farrell Senior High School. Joe has 15 years of construction and excavation experience prior to coming to Plain Township in 1991. He has been the Highway Superintendent since 2001. He also is certified in BWC Safety Practices.

Joe's responsiblities include the daily operations and all long term goals of running the Road Department. He manages the budget, oversees construction of all township infrastructure and pavement roadway projects, supervises all maintenance of township equipment, and maintains computerized records of all residential requests for repairs of roadways.

The Highway Superintendent compiles all information for resurfacing, curb and gutter repair, and asphalt and pipe materials for bid lists.   He publishes bids when needed, opens bids, and refers them to the Board of Trustees for awards.

Joe is actively involved with implementing the EPA'S NPDES storm water management program for Plain Township. He is currently taking classes for all updates and practices involving the clean water act.

Joe and his wife Diana have 2 children and 2 beautiful grandchildren.

Paul Birk, Supervising Foreman

Paul is a 1979 graduate of Tuscarawas Valley High School. He graduated from the University of Akron where he holds a Bachelor's Degree in Construction Technology. He was hired in 1984 as an operator/laborer and was promoted to Supervising Foreman in 2008.

The Supervising Foreman's responsibilities include assigning work orders to crew members and investigating inquiries from residents. He also oversees the deicing and snow removal from township roads.

Paul and his wife have a daughter and have lived in Stark County since 1984.

John Neff, Project Inspector

JP (John Neff) was hired in 2O12 as an Operator/Laborer in the Plain Township Road Department. Prior to coming to Plain, he worked for the Canton Township Road Department as a laborer and served as the Highway Superintendent. He was promoted to Project Inspector for the Plain Township Road Department in 2020. He works with all outside contractors and utility companies on all projects throughout Plain Township and assists residents with any issues or complaints.

JP is a 2001 graduate of Canton South High School, and attended The University of Akron, where he studied Business Administration. JP and his wife have 3 beautiful children, Ava, Abigail and Anthony, and have been proud Stark County residents their entire lives. JP looks forward to serving the residents of Plain Township, Ohio.

Teresa K. Santora, Road Administrative Assistant

Teresa was hired in 2008. Today she serves as the Road Administrative Assistant. Her responsibilities include Administrative Duties for the Highway Superintendent, Highway Foreman, and Project Inspector. The Road Administrative Assistant handles Plain Township resident's requests, complaints or concerns and makes each a high priority, and sees to that each individual one is fulfilled in a timely manner. Teresa works along with the Highway Superintendent on Road Material and Paving bids.

Teresa is a 1984 graduate of GlenOak High School and has been a lifelong township resident. She's an avid animal lover, especially dogs, and her pride and joy is her 4 legged child, a cocker spaniel named Giovanni.
