Fiscal Officer/Finance

Since 1951, Township Fiscal Officers have been elected every four years at the general election held in November in odd-numbered years, with the Fiscal Officer's term beginning on April 1st of the year following election.   The Township Fiscal Officer is legally designated to handle township financial matters, and works in close conjunction with the Township Trustees.

In larger townships, such as Plain Township, Finance Departments are credited.   The Township Fiscal Officer then assumes the role of auditor, leaving to the Finance Director the tasks of record keeping.   The Finance Department, under the direction of the Fiscal Officer, is responsible for keeping accurate records of the proceedings of the Trustees' meetings, all other records, budgets, accounts and transactions, investments, employee information, benefits, payrolls, polling places within the township for elections, certifications of lighting districts, and records of the Township cemetery.

The Fiscal Officer and Finance Director work closely with the offices of the Stark County Auditor, Stark County Recorder, Stark County Treasurer, and Stark County Board of Elections in addition to the Auditor of the State of Ohio.   The Plain Township Fiscal Officer and Finance Director annually complete the necessary continuing education conducted by the State Treasurer to be certified to invest Township funds.

Tom Wolf, CPA has called Plain Township his home for over 30 years. Tom is married to Stephanie and they have three children; Olivia, Grace and Tommy. Tom is a Certified Public Accountant with over 20 years’ experience in accounting and finance. He is the Founder and Managing Member of Wolf Financial Group LLC, a full-service accounting firm. Tom has extensive experience working with budgets, protecting assets and performing audits.

Tom's education background includes being a graduate of Stark State College (Associates Degrees in Accounting and Business Management) and Franklin University (Bachelor of Science in Accounting, Summa Cum Laude and a Master of Science in Accounting). Tom is a Certified Public Accountant licensed by the Ohio Accountancy Board and completes over 40 hours of continuing education per calendar year which allows Tom to stay up to date with changes in the accounting regulations. Tom completed the Governmental Accounting Certificate Program through the University of Georgia.

Tom is a member of the Plain Township Rotary, Plain Township Historical Society, The GlenOak Kick Off Club, The Ohio Society of CPA's, Stark County Township Association, Ohio Association of Public Treasurers and a member of St. Paul Catholic Church.
