The Home Energy Assistance Program (HEAP)

HEAP is a federally funded program administered by the Ohio Department of Development. It is designed to help eligible low-income Ohioans meet the costs of home heating. HEAP provides a one-time payment for PUCO-regulated utility customers for the winter heating season.  (800) 282-0880

The Home Weatherization Assistance Program (HWAP)

The Home Weatherization Assistance Program from the Ohio Department of Development provides qualifying households with weatherization measures such as adding insulation, repairing or replacing heating equipment, safety–testing, and air–leakage reduction.  (800) 282-0880

The Percentage of Income Payment Plan Plus (PIPP)

PIPP Plus is an extended payment plan that allows qualifying households to pay a percentage of their monthly income to cover their winter heating costs. State regulated natural gas and electric companies must offer this program.  (800) 282-0880

The Electric Partnership Program (EPP)

The Electric Partnership Program from the Ohio Department of Development is designed to improve the electric efficiency of low-income households who participate in PIPP (Percentage of Income Payment Plan) by performing in-home audits and installing appropriate electric base load and thermal energy efficiency measures.
